COMPUTER ANALYST/PROGRAMMER GRADE II: SYSTEMS
DEVELOPMENT AND SUPPORT – 5 POSITIONS:
Departments: Systems Development and Support - National Payment
Systems Directorate – Two (2) Positions
Systems Design and Administration – Management
Information System Directorate Three (3) Positions
Reports to: Head of Division
Location: Head Office
Job Purpose:
Analyzing business operations, planning, developing, enhancing and
maintaining automated systems intended to improve efficiency and effectiveness
in the Bank’s operations.
Primary Duties and Responsibilities:
a) Analysing, designing, implementing and maintaining the Bank’s computer
packages and application systems;
b) Recommending and implementing corrective actions on the Bank’s website
and web based application;
c) Liaising with users concerning requests, development of specifications,
usage, standards, security, and other aspects necessary for development and
production of automated systems.
d) Evaluating hardware and software performance and making
recommendations;
e) Creating back ups for business systems, testing and updating contingency
measures in accordance with the Bank’s ICT Policy ;
f) Troubleshooting reported system problems and implementing appropriate
solutions;
g) Performing information systems audit and verification with a view of
determining information technology related risks;
h) Providing inputs on organisational computer training needs and advising
head of division on gaps;
i) Analysing existing System Incidental Reports (SIR) and Change Requests
(CR), developing and implementing appropriate solutions;
j) Preparing business system data for internal and external auditing when
requested;
k) Providing inputs for ICT strategy review and implementation;
l) Preparing periodic performance reports for various business applications;
m) Performing other related duties as assigned by superiors from time to time.
Education Qualifications:
· A good bachelor’s degree in computer science or information technology.
· Master’s degree in computer science or information technology with
specialization in systems analysis or computer programming will be an
added advantage.
Knowledge, Skills and Abilities:
· Analytical and problem solving skills;
· Ability to work independently and under pressure;
· Excellent report writing and presentation skills;
· Team player;
· Knowledge of and experience in using UNIX, VB and Oracle DBMS
Working experience:
A minimum of three (3) years post-qualifications working experience in
information systems analysis and development.
COMPUTER ANALYST/PROGRAMMER GRADE II - WEB DESIGN AND
MAINTENANCE: 2 POSITIONS:
Department: Networks and Office Automation
Reports to: Head of Division
Location: Head Office
Job Purpose:
Responsible for the design, layout and management and maintenance of the
Bank’s websites portals and web based applications.
Primary Duties and Responsibilities:
a) Analysing, designing, developing website architecture, application
models and user interface specification including interactive media for
website usage;
b) Configuring and managing website and server applications;
c) Publishing information on the website in accordance with web and IT
security policy;
d) Performing day to day backup and restoration of website systems and
contents;
e) Preparing functional, content, testing and technical specifications;
f) Preparing website statistics report for the attention of management;
g) Recommending and implementing corrective actions for website and web
based applications;
h) Proposing appropriate technologies to support website media;
i) Conducting research on website development;
j) Advising head of division on web applications purchases;
k) Preparing web application manuals and guidelines;
l) Maintaining current documentation of all website configurations ;
m) Performing other related duties as assigned b y superiors
Education Qualifications:
· A good bachelor’s degree in computer science or information technology.
· Master’s degree in computer science or information technology and
certification in related skills will be an added advantage .

IT TECHNICIAN II (TWO 2 POSITIONS)
Department: Networks and Office Automation
Reports to: Head of Division
Location: Head Office
Job Purpose:
Responsible for general maintenance of computer equipment and for the
resolution of identified technical problems including i nstalling, configuring and
maintaining computers and peripherals and supporting IT systems users in
order to promote effective and efficient use of ICT across the Bank.
Primary Duties and Responsibilities:
a) Installing, assembling and configuring computers, monitors and
peripherals such as printers, scanners and related hardware;
b) Troubleshooting problems and repairing faulty computer hardware and
software as well as other computer peripherals;
c) Taking and maintaining inventory of computers and related equipment
used in the Bank;
d) Troubleshooting and maintaining IT network devices;
e) Performing preventive maintenance for IT equipments;
f) Assisting in preparation of specifications for procurement of suitable
hardware and software for the Bank;
g) Working with vendors commissioned by the Bank to ensure that systems
perform to the specified and required standards;
h) Providing technical assistance to computer system users;
i) Answering questions or resolving computer problems for Bank staff in
person, via telephone or from remote location;
j) Providing assistance concerning the use of computer hardware and
software, including printing, installation, word processing, el ectronic
mail, and operating systems;
k) Performing other related duties as assigned by superiors from time to
time.
Education Qualifications:
· Ordinary Diploma in Electronics & Telecommunication, Computer
Engineering or its equivalent from accredited institution;
· Certification as PC Technician will be an added advantage.
Knowledge, Skills and Abilities:
· Ability to keep abreast of the latest developments in hardware and
software technologies;
· Considerable manual dexterity with tools;
· Ability to work under stressful conditions;
· Knowledge of data processing terminology, symbols, and methodolog ies;
· Ability to keep records;
· Ability to operate information systems input devices ;
· Ability to diagnose hardware and/or software problems ;
· Ability to communicate effectively.

Working experience:

REMUNERATION:
A competitive remuneration package will be offered to successful candidates.
The entry point will depend on the candidate’s qualifications, experience and the
Bank of Tanzania Scheme of Service.
