SHORT-TERM CONSULTANCY: CONSULTATION TO ASSESS ACHIEVEMENTS AGAINST THE UNIVERSAL ACCESS TARGETS IN TANZANIA

In 2006, the world made a historic commitment at the United Nations to dramatically scale up the AIDS response. The political declaration committed countries to provide Universal Access to HIV prevention, treatment, care and support services to all those in need by 2010. The achievement of Universal Access remains a fundamental priority for all countries. Tanzania is committed to achieve her Universal Access (UA) targets.

As agreed in 2006, all countries have to report in 2010 about the achievements vis-à-vis these targets in order to take appropriate steps for enhanced efforts and commitment of all partners. The 2010 Universal Access review builds on the monitoring provided for in the UNGASS Declaration of Commitment and on the political declaration of commitment to be as close as possible to Universal Access to HIV prevention, treatment, care and support services to all those in need. Both these instruments support achieving the Millennium Development Goals (MDGs), and particularly MDG 6 that seeks to halt and reverse the spread of HIV by 2015.

COMMUNICATION ASSISTANT - Millennium Villages Project (MVP)

United Nations Development Programme (UNDP) seeks to recruit a Communication Assistant to work in the Millennium Villages Project (MVP) situated in Tabora, Tanzania. The incumbent will be based in Tabora, working with the project team and maintaining liaison with the communications unit at the UNDP Country Office. UNV PROGRAMME ASSOCIATE (NATIONAL)

Northwestern Tanzania has historically hosted refugees fleeing from internal conflicts in the countries bordering this area. The large-scale humanitarian operation, established to respond to the massive refugee influxes, has had an impact on the development of the area. As the withdrawal of the organizations and people involved in the humanitarian operation will have considerable repercussions and consequences on the local economy of the Districts that hosted refugee camps, a joint UN programme has been developed which aims at supporting the Regional and Local Governments Authorities to address the transition from the humanitarian aid environment to sustainable development process in North Western Tanzania. The Joint Programme (JP 6.1) is implemented in Kigoma DC, Kasulu DC, Kibondo DC, Ngara DC, and Karagwe DC. In addition to district-specific activities, the programme also provides capacity development support at the regional levels in Kigoma and Kagera.

All three clusters under the national development framework, the MKUKUTA, are being targeted in the programme. Cluster I: Strengthen stakeholders’ capacity in the two regions for economic planning, employment creation, and agriculture and market improvement. Cluster II: Improving stakeholders’ access in target districts to basic Primary Health Care services, knowledge of key health practices, standard malnutrition treatment, improved household water and sanitation, and quality education – also through the increased benefits received from the rehabilitation of the assets from the former refugee camps. Cluster III: Strengthening Government capacity in planning and analysis, border management, land conflict management, sustainable use of natural resources, rule of law, and gender aspects. The UNV Programme is urgently seeking to employ a UNV Programme Associate who will provide support to the above-mentioned Joint Programme.

MARKETS FINANCE AND TOURISM ANALYSIS EXPERT (NATIONAL)

The United Nations Development Programme (UNDP) Tanzania in collaboration with TANAPA seeks to engage a qualified Markets Finance and Tourism Analysis Expert (National) to carry out a Market Analysis Study covering protected area network in Southern Tanzania. The study will entail review of existing and potential markets including income generating opportunities in the project area. The study is part of a developing project aiming to increase the effectiveness of the National Parks in protecting biodiversity and provide for the long-term ecological, social and financial sustainability of that system.

The focus will be on the new and developing Southern Tanzania National Parks. The markets finance and tourism analysis will contribute to the proposed project activities, and in particular, the study shall endeavour to deliver but not limited to the following.

NATIONAL PLANNING, GOVERNANCE & MANAGEMENT EXPERT

The United Nations Development Programme (UNDP) Tanzania in collaboration with TANAPA seeks to engage a qualified Protected Areas Planning, Governance and Management Expert (National) to carry out a Baseline assessment of project areas including socio-economic and ecological surveying and monitoring.

The project to be developed aims to increase the effectiveness of the National Parks in protecting biodiversity and provide for the long-term ecological, social and financial sustainability of that system. The focus will be on the new and developing Southern Tanzania National Parks. The long term solution underpinning the GEF application is to build the management effectiveness of these PAs, to reduce anthropogenic pressures on the sites and secure biodiversity status within them.

PLANNING, MONITORING AND EVALUATION SPECIALIST (UN RCO , DAR ES SALAAM)

Tanzania is one of eight countries to pilot the Delivering as One UN reform initiative that aims to become a more effective partner to the Government in achieving its development goal. The purpose of this position is to assist the UN Country Team to support development and implementation of results based plans in line with the UN Development Assistance Plan which contribute to the realization of MKUKUTA/MKUZA goals and the MDGs.

PROGRAMME SPECIALIST (HIV & AIDS)

UNDP Tanzania in its capacity as the Managing Agent (MA) for the UN Joint Programme (JP) on HIV and AIDS is seeking to employ a Programme Specialist to basically handle programme planning and financial management for joint programme support on HIV & AIDS, render technical support to national responses to HIV & AIDS in Tanzania and Zanzibar, establish and maintain strategic partnership, and facilitate information sharing. The incumbent will be based in Dar es Salaam, and will work under the overall supervision of the UNDP Deputy Country Director (Programme), and direct supervision of Assistant Resident Representative and Team Leader for HIV/AIDS and Gender Unit

The Programme Specialist will:

  • Provide technical support to National Partners in programme and management for HIV/AIDS
  • Effectively support the Government through Tanzania Commission for AIDS (TACAIDS) and Zanzibar AIDS Commission (ZAC), implementing partners, CSOs and other stakeholders to ensure the attainment of the JP objectives and results,
  • Support TACAIDS and ZAC to plan, implement and review national multi-sectoral strategies for HIV/AIDS
  • Assist in documenting lessons learnt and best practices and sharing information with partners with respect to the management of the JP on HIV/AIDS in Tanzania

SHORT-TERM CONSULTANCY: PREPARATION AND FACILITATION OF THE PRODUCTION OF ODA MANUAL

The Paris Declaration on Aid Effectiveness while urging the increase of ODA to meet the MDGs provides a framework for improving the quality of aid by aligning it with the development priorities of countries and harmonizing donor practices. This principle has been re-confirmed in the Accra High-Level Forum on Aid Effectiveness, and the need to accelerate efforts to meet the targets agreed in the Paris is now well articulated in the Accra Agenda for Action. The Joint Assistance Strategy for Tanzania (JAST) as a country-level operational framework, in this context, aims to enhance aid effectiveness through integration and alignment of aid to national strategies and strengthening country ownership and leadership of the Government over aid and development process. The Ministry of Finance and Economic Affairs, (MoFEA) continues to make head ways in building awareness with regard to the new aid environment (i.e. GBS and JAST). This effort builds the foundation for the next step in re-defining and clarifying the roles and functions of each department within MoFEA as well as DPP in MDAs and LGAs and their relations to other processes of planning, budgeting and monitoring, and relation to aid management process and procedures. This is particularly relevant as Tanzania has been going through reform of aid architecture, which implies nature of roles and functions of various players with regard to aid management have changed.

Some of the responsibilities are:

  • Collection of Information and understanding and mapping of current Aid Management Practice and Process as well as proposed relationship diagram. Document key relevant Rules and Regulations associated with the Aid Management, which will inform further the preparation of the ODA Manual.
  • Review and prepare revised relationship diagram and key process/elements of the ODA Manual through interviews with key stakeholders, building on the internal preparatory work done within the MoFEA. .
  • Facilitate Process Workshop/Wider Consultation with key stakeholders with support from the MoFEA/EFD, JAST Secretariat and DPG Secretariat
  • Prepare the ODA Guidelines/Manual that clarifies the process of Aid/ODA Management at various levels, roles and functions of various key stakeholders.
  • Facilitate the Consultative Process and approval of the ODA manual.
